The Secretariat of Committee of Experts (CoE) has developed an Operational Plan: 2009-2010 under the theme Towards a Harmonized & Acceptable Constitution as a guiding tool in the implementation of its work. Under the plan the CoE will implement four programmes namely, Research, Drafting & Technical Support, Finance & Administration, Mobilization, Logistics & Outreach, and Civic Education & Public Information.
These programme areas are driven by the overall objective of producing an acÂceptable Constitution.
It must be recognised that constitution-making process world over is always expensive.
That is why we consider it crucial that financial independence for the CoE and the secretariat be ensured. It is equally important that the review process secure political consensus and agreement if we have to avoid the type of political disagreement that characterised the 2005 referendum.
Failure to secure political consensus and agreement is therefore a real threat no only to Kenyans but also to the work of the CoE.
There is overriding need for the public to understand and effectively participate in this process. The challenge remains that of dealing with the misconceptions by some sections of the public that the CoE would replicate the CKRC process and other initiatives before it.
To reach a harmonized ConÂstitutional Draft, which is the ultimate mandate of the CoE, it is essential that the CoE undertakes sufficient civic education to bring everyone on board.
Tied to a harmonized constiÂtutional result is the need to secure an affirmative referendum result.
