Civic Education, Mobilization and Outreach programme aims at ensuring the successful realization of the Committee mandate. Specifically, activities in the programme directly support four key result areas; effective public participation in the review process, political consensus and agreement, religious and cultural consensus and an affirmative referendum result.

The Public information and Media department is central to the success of the review process; especially in as far as public awareness through the media and civic education of the Kenyan population is concerned.

The CoE however strongly feels that for the purposes of realizing an affirmative referendum result as an end result and effective public participation, an elaborate civic education and awareness strategy must be implemented alongside the CoE operational plan.
The core functions of the Public Information and Media programme is to implement strategies of reaching out to and effectively educating the majority of Kenyans on the constitutional review process using all the available media channels including new media such as mobile phones and the internet.
This will be done through various channels to ensure that the public is fully informed. Key to the success of this programme will be to bring on board the entire media fraternity as a stakeholder and partner in the dissemination of information in the constitution review process.

The Research, Drafting and Technical Support programme is designed to ensure that the committee of experts achieves its mandate of writing the constitution through legislative drafting and technical support. The programme will further seek to study, analyze and synthesize the various reports and drafts and understand the position of different political groups.

The Finance and Administration programme will ensure planning, organizing, and the management of resources of the CoE to enable it deliver on its key objective and general purpose. This programme endeavors, despite current budgetary constraints that all the programmatic goals and objectives of the CoE are achieved.
